If you can still see the original hone marks cross-hatching then you likely will not need to hone the cylinder. If those cross hatches have worn down, you will need to have the cylinder honed to allow proper lubrication of the piston ring.

I have heard of this idea many years ago and yeh I think it was late 70s- early 80s, the rings were very soft and wore out as fast as they bedded in , pure junk!! I have not built anywhere near motors nor have I ever built one without forged pistons and a forged crank and they have all been properly crosshatch honed and balanced and align honed etc.

Use the ball hone ,pre lube the new rings and corresponding grooves with a quality oil , wipe the walls before assembly with the same oil. The ball hone leaves hatch marks , the degree of which is up to the machinist , speed and stroke are important here.
Hatcch marks help the oil channel between the new and old surfaces to prevent hot spots welding during the break in period. Note that the worst thing about honing is the block cleanup. You can never spend to much time cleaning your block. With the engine bare and cylinder ridged reamed if necessary ; place the ball-hone in a hand drill or drill press. Lubricate the cylinder with wt oil or ball hone oil recommended.
Spread the lubricant in the bore with a brush or your fingers. Make sure the cylinder is completely covered. For the first use of a new ball-hone, lubricate the ball-hone and bore walls completely several times; as the ball hone itself will absorb some of the oil.
Future cylinder honing will not require as much oil, as the first was with a new ball-hone. Insert the lubricated ball hone with the drill rotating slowly, while inserting into the bore.
With the ball-hone in the lubricated bore, run the drill at rpm; with a vigorous motion up and down in the bore for strokes. Basically, as fast as you can move your arms. You are seeking a 45 degree crosshatch in the bore. Run the drill for rotations and wipe the bore with a clean cloth. Inspect the bore. If a dull grey is visible it will stand out from the freshly honed surface ; continue until the bore is completely resurfaced.
